When we deploy resources, we typically pick the location closest to us. Maybe we have latency or performance in mind, however, all is not equal when it comes to location.  

For example, an Azure-managed disk deployed in the UK South region can be 21% cheaper when deployed in the North Europe region instead.  Also, a VM deployed in Central France is 23% cheaper when deployed in North Europe.

Depending on what region you are deploying to, Microsoft advertises that their regional data centres are cheaper to deploy resources to, rather than their country specific regions. Clearly, Microsoft wants their customer to avail themselves of the regional data centres. You will also find that regional data centres have the most services available there. ​​​​​​

So, it seems a simple cost optimisation could be to move your infrastructure to a cheaper region, or to start using a cheaper region. The feasibility of this will depend on many factors like are their restrictions on where your data can reside, performance, and location of those who use those resources.

Organisations could deploy their test environments to a cheaper region to reduce costs, as there are fewer performance considerations. But be careful how you migrate large amounts of data as inter-region data transfer can be expensive, as can chatty services if not all in the same region.
